HDTV Spectrum Abuse

Dear Gary: The following is a letter to FCC Commissioner Kennard regarding HDTV spectrum abuse. Dear Mr Kennard: It takes a lot to raise my ire, but the continued footdragging by the broadcasters (with the exception of CBS) to use the spectrum they were loaned for the purpose it was intended makes me mad as hell. Even worse are various reports and rumors that there are those who would rather use it for data transmission, which I can only surmise is for their own economic benefit. Please correct me if I am wrong, but I was under the impression that the spectrum was not auctioned. Therefore I can only conclude that the broadcasters believe that there will be no penalties imposed for footdragging, or that any penalties will be of a magnitude that they are willing to fork-up while they continue to enjoy the economic benefits of this misappropriated spectrum. I sincerely hope that you will be buried with a sufficiently large numbers of complaints, such as mine, to convince you that I am not of the lunatic fringe. In fairness, any comments that are attributed to you, [as] reported by the press, show that you have not been ambiguous in your message to these broadcasters. You have made it clear that the spectrum is for HDTV. It is time to send them an equally unambiguous message that convinces them that you mean business, and spells out the cost ($$$$$) for non-compliance. With Respect,
