A heinous serial killer (Van Damme) is stalking the streets of Chicago (or Seattle?) murdering young mothers. Detective Jake Riley (Rooker) has come very close to catching him, but the killer always eluded him. Then, just when Jake retires from the force, the U.S. National Security Agency calls on him to take part in a secret new project. Jake learns that using DNA technology, a genetic clone has been created of the killer and this Replicant (Van Damme) will have the ability to see into the real killer
