NAB: Must-Carry Now

The National Association of Broadcasters (NAB) asked the (Federal Communications Commission) FCC to ""issue immediately comprehensive digital TV must-carry rules"" in a letter from NAB President Eddie Fritts to FCC Chairman Bill Kennard. The NAB cited Time Warner's plan to increase its spending by 33 percent in its roll-out of digital cable service, and statements from AT&T General Counsel James Cicconi that AT&T will be ""crying for content"" once digital cable is ubiquitous, as evidence that cable companies will have the capacity for broadcasters' digital stations in the digital age. However, the lack of carriage agreements for digital stations ""further testifies to the point that, even with explosive cable capacity, cable will not carry free over-the-air DTV signals unless required to by the FCC.""
